The virulence of this disease is such that Gov. Mario Cuomo was impelled to announce in his State of the State message the creation of a statewide Task Force on Bias -Motivated Violence.

Final Report - Task Force of Bias Related Violence
Douglas H. White, as Commissioner of Human Rights for the State of New York chaired the task force report to gather information and conduct statewide public hearing. After a year of this work, Governor Mario Cuomo was presented with 61 findings and 167 recommendations. Some of these were precursors of those being instituted today because of the demands of Black Lives Matter and the protests in the streets of this nation.
